Problem running it...

I am sorry for the noob issue I am having but how do I run the program? I have it downloaded but am confused on how to start up the program.. If I try to open anything it just wants me to save. when I do then click open it wants me to save again in a never ending loop. Please help me.

i am also having issues running it.. i have it downlloaded to my dek top open it up and the lisst thiing is bllank.
