In Firefox, the ActiveTab permission is described as "Can access data from any active tab and can inject code and style to active tab".
According to https://support.mozilla.org/kb/permission-request-messages-firefox-extensions this does not seem accurate. (Or that site is in error.)
According to that site, the description should be: "The extension could obtain the URL, title, and icon from any tab. "
