new to coding - py help?

I'm trying to get this to work, and I think I'm doing everything right except one thing, I'm not sure what program to open the py file with?
The only program I have that seems to open it is Notepad. When I do this, it just brings up well, the notepad and doesn't give me any pop up prompts for the system ID etc. (so I can't just enter the ID and hit enter)
Any help and patience is appreciated!
