Ocular theme gatsby to export a script: `ocular-web`

The scripts in app websites are getting a bit messy and are diverging. To further simplify ocular-theme-gatsby integration in apps and allow us to automate more we could provide a script with options like:

• ocular-web clean
• ocular-web develop
• ocular-web build
• ocular-web serve
• ocular-web deploy
