Investigate an alternative for easy-github-contributor

As a reminder:
https://github.com/apps/easy-github-contributor might not be available forever (Chris mentioned it is no longer supported). Need to see if I can build a simple alternative.

Functionality is basic:
A webform with which users can submit a Github issue without a Github account.

The issue is that you do need a server backend somewhere which uses a token to authenticate to github, it's not possible to do entirely within github pages without having the token visible for the client.

Proposed actions:

1. In the short term, keep it as is. If the easy-github-contributor breaks, fork it and try to fix.
2. We are planning to move to OpenShift anyway because of the Netlify issues Find an alternative for Netlify #786, running a container there for the backend is really easy. The form itself can be some HTML-code on a Handbook page.
