Rename project

To more accurately describe this project, change the name to "provisioning". This accurately describes the automated provisioning component that this project serves in both server and developer workstation scenarios:

• It helps provision pertinent environment software for a developer's workstation
• It configures servers based on our desired specs

However, "onboarding" typically infers a human component of which the provisioning that this project handles is just one component.

Takes to be completed

• Rename the project
• Update documentation to reflect new name, and any necessary links
• Update code to update any links
