LAN controls, in particular print service not work

I noticed that since 4.02 localhost is also blocked by default, even if "Block Selected" is chosen, which indicates only the selected apps that have LAN box "checked" should not be able to access localhost.
This is seen when using MiXplorer to stream remote videos; MiX starts a local server which does the streaming and VLC appears unable to connect to it.
