docs: update repo URLs after rename to useteploy/teploy-cli

The GitHub repo was renamed to teploy-cli for symmetry with the rest of
the org (teploy-dash, teploy-observe) and to match the Forgejo origin.
Binary, brew formula, and scoop manifest names stay 'teploy' — only the
repo URL changes. GitHub redirects keep old links working.

- .goreleaser.yml: brew + scoop homepage points at the new repo so the
  next release regenerates the manifest with the canonical URL.
- README.md: badges + binary download URL updated. go.mod module path
  intentionally unchanged (it's the canonical module identity and
  changing it would break downstream importers).
