Reader Settings page cannot be scrolled by swiping vertically

Describe the Bug

The Settings > Reader page cannot be scrolled. A vertical swipe is incorrectly interpreted as Back instead of scrolling the page. This happens with both UI scale options.

Steps to Reproduce

1. Open Settings > Reader.
2. Try to scroll vertically through the settings.

Expected Behavior

Expected behavior
Vertical swipes should scroll the Reader settings page normally.

Actual behavior
A vertical swipe is interpreted as Back, causing the user to leave the Reader settings page

Quick question: on any Settings page, if you swipe up, does it take you back to the home screen? For me, swiping up anywhere in any Settings page/tab (display, reader, controls, or system) exits Settings and returns to the home screen.

Interestingly, after enabling taps and gestures, especially two-finger swipe gestures, and then disabling them again (a few times) and waiting a bit, swiping starts working correctly, the reproduction is not consistent. This makes me think swipe up isn't actually triggering "Back." More likely, it's causing an unhandled/uncaught exception that crashes Settings and returns to the home screen giving the impression of back

A swipe up from the bottom can take you home. It's not crashing, but in settings it should scroll. For whatever reason it doesn't think you're scrolling.

Also since you mentioned getting the pro in the last week, we do know there are a few newer panels that don't play well with existing SDK settings. Some fixes have been made that should make it into the next RC/release. Hopefully it'll help with some of the issues you've opened.
