• v3.13.0

Describe the bug / provide steps to reproduce it

• custom styles.yml ('Quotation.yml') doesn't work on markdown lists, see attached test.md)
• enforcing with dedicated 'scopes' section for lists doesn't work
• both "extends: substitution" and "extends: existence" don't lead to linting
• uncommenting 'IgnoredScopes' line in vale.ini doesn't help
• removing all other custom styles.yml to make sure there's no unwanted interference doesn't help
