That is a good question.
According to ISO/IEC 7812-1:2017, an Issuer Identification Number (IIN) is typically 8 digits long (formerly 6 digits).

No, most cards have 16 digits. If the first 11 are used and the last one cannot be used due to Luhn calculus, this means that there are 10,000 possible valid card numbers that can be created for a bank, this can be very problematic.

I still don’t believe that an 11-digit format exists. My guess is that they took a list of credit cards, compared them, and identified a pattern extending up to 11 digits. However, the standard is ISO/IEC 7812-1:2017, which specifies BINs between 6 and 8 digits. With the use of the Luhn algorithm, the possibilities are not infinite, and the probability of encountering an 11-digit BIN increases.
