Analogous to https://github.com/Microsoft/vcpkg/issues/1903 harfbuzz support is disabled on https://github.com/vitasdk/packages/blob/master/freetype/VITABUILD#L11 but since we have a harfbuzz port now, it would be nice if we could enable it as the discussion here https://github.com/vitasdk/packages/pull/28#issuecomment-309392506
