Does "Updating Mature Publications on the Recommendation Track" apply to WD or CRD? #1154

Describe the general question related to the W3C Process or its implementation

current text for 6.3.4. Updating Mature Publications on the Recommendation Track states that Certain requests to re-publish a specification within its current maturity stage (called Update Requests) require extra verification. regardless of current maturity stage, which shall be read to include WD or else.
For reference link of Update Requests, only stage after CRS uses that xref.
I understand that heading words as certain requests would limit its target of application but not clear by itself.

6.3.3. Advancement on the Recommendation Track for transition request is surely required also for FPWD (to enter WD) and has some additional note at the bottom, starting from For a [First Public Working Draft](https://www.w3.org/policies/process/#fpwd) there is no “previous maturity stage”, so many requirements do not apply.
6.3.2. Implementation Experience is written (carefully I suppose) without any text related to transition or updates, but just defines what experiences are required and considered. Also referencable link is provided for other part of the Process, and actually is used for requirements to advance CRS and beyond.

I suppose this leading words of 6.3.4 (certain requests) shall cover my question (and this may not be an issue of the Process text, but rather how I read them)...
But if such reading is correct, I would propose having something addition to within its current maturity stage to specifically limit the target stage...
