https://w3c.github.io/security-questionnaire/#personal-data uses "meaningful user consent" a few times, but https://github.com/w3ctag/design-principles/pull/584 rewrote [that section of the design principles](https://w3ctag.github.io/design-principles/#user-intent) to say to "Design for user intent". Perhaps this questionnaire should update its advice similarly.
