google analytics should be disabled by default

evey html pages in dashboard has 'hard-coded' google analytics code

1. separte scripts into some js file
2. make it respect some config file like site-config.json
3. user should be able to set enable/disable GA in the configuration file
   some site-specific code like UA-* should be also supported by the configuration
