P8: Retire bounded architecture exceptions

Objective

Retire or narrowly re-authorize every exact cross-layer exception without weakening bounded static analysis.

Owner

Runtime architecture owner; Security owner for transport-delegation edges.

Current decision

Phase 8 retired 26 of 45 exceptions. The remaining 19 exact observed edges are explicitly re-authorized through P9; no allowed edge or analyzer scope is broadened.

Next action

By 2026-09-01, re-audit all 19 edges and either retire them with regression proof or record a new dated owner decision.

Acceptance

• Architecture validator reports no exception overdue for P8.
• Every remaining exception has an exact owner, rationale, P9 removal phase, adverse mutation coverage, and dated review.
• Full matrix, security, rollback, and aggregate CI pass.
• No provider, deployment, ranking, traffic, or real-world outcome is inferred.

Rollback trigger

Any behavioral regression, newly unregistered egress, import cycle, adapter contract divergence, or missed 2026-09-01 review.

Implemented by PR #34 on main. All 19 reauthorized architecture edges are covered exactly once by five retirement plans with explicit owners, acceptance criteria, and verification. Repository validators and mutation tests passed. This issue remains open until the exception count reaches zero; next review is 2026-09-01.
