I know about the max and min height for minecraft etc etc. That mount everest and the bottom of the ocean wouldn't work for these bigger scales. What I propose is that you allow 1:1 scale for the areas you pick. I.e. I pick a city with mountains & rivers nearby. The program then centers the heights on this starting area's mins and maxs. If I then would try to travel to mount everest or a mountain range larger than where the world started at and it tries to generate it beyond the max limits of the game, it'll just leave it flattened at the game's max.
This way if they go too far from the origin point. They can just generate a new map. If it's for server's they can use portal mods to link areas.
This would fix the tree overpopulation issue, the mountains being too short, the roads and houses being at the wrong scale. It'll fix the rivers disappearing etc etc etc
