Subject: [PATCH] Configure Renovate

Same config as winebarrel/Neco. The Dependency Dashboard issue is not
worth it for a repo whose only managed dependency is the GitHub Actions
in ci.yml, and vulnerability alerts are opt-in.

Supersedes the onboarding PR (#1), which Renovate closes once a config
lands on the default branch.
