Add `sync-config` command to sync the latest config file changes from the github repo to the local project

The config files are occasionally updated on wintercms/winter but existing projects have no way of syncing with the latest changes except for manually reviewing and merging right now. Would also be nice to handle the other root level files not delivered by composer updates like bootstrap, index.php, artisan, etc.
