The “Use boundary layer CRS” tickbox is disabled

The “Use boundary layer CRS” tickbox is disabled (1) until the next button is pressed (2). This should be enabled once the user has added a boundary layer

Fix logic:

If layer crs is 4326, the checkbox is disabled
else crs is any other such as projected, checkbox is enabled
and it works on layer change as well
