Description

If the user creates a LLM Provider Template with the same name as an existing one only one of the templates is shown in the template list when creating a provider.

The upload button is disabled when i update a LLM Provider Template with a OpenAPI Specification with a file upload.

Steps to Reproduce

1. Create a custom LLM Provider Template.
2. Edit the created LLM Provider Template with a OpenAPI Specification file upload and observe that the Update button is disabled.
