`sv` add-on

Having an sv add-on might help with adoption in the Svelte community, making it really easy to set up wuchale in a new or existing project.

Yes I have been in contact with them sveltejs/cli#746 and it's now possible to create a community add-on. I will work on it in due time. I will also accept a PR if someone decides to work on it. Basically I'm thinking about a new package @wuchale/sv.
