Phase 1 design for the WYRE CIPP standards baseline effort: five new cipp-mcp tools (create/list/delete standards templates, plus tenant drift and alignment reads) to manage the baseline as code. Phase 2 (the baseline template content and staged rollout) gets its own spec.
