I've installed most (if not all) known fixes (nfsmwpatch1.3, MWFixes, your experimental MWCrashFix), multiplied by 8 registry values of SwapSize and CacheSize, ran the game on a single physical CPU core without using logical processors — all of it at once, but the game still crashes after 30-35 minutes of a police pursuit.
I am using version 1.3 on Windows 10 Pro 22H2 (build 19045.3271) and I didn't install any mods except for aforementioned fixes and no-cd patch (because I don't have a CD-ROM).
My MWFixes settings:
TimebugFix = 0
StabilityFixes = 1
AddPurecallHandler = 1
PreventPurecall = 1
Also, I am adding a crash log from your experimental patch:
