Add Folder Cache/Resolution Logic

• Add cache ala CustomFieldCache
• Add helper to resolve nested folders, e.g. func("US-Active-Franchise)" would return the folderId for the "Franchise" folder in the US -> Active -> Franchise hierarchy.
