Add the basic code-quality GitHub actions

In order to meet the code qualitity expectations for the projects within ZDC, is mandatory to, at least, add to the project the basic workflows that takes care about checking the health of the code merged to the main branch of this repository.

• Cargo fmt
• Lint with Clippy
• Run tests for the project
• Code Coverage
• Deploy coverage results to GitHub pages
