file utility doesn't shows the encoding (EBCDIC, ISOxxxx, UTF-xx, etc)

Hi Team,

The file (file-5.46) utility show only the file is ASCII even if it is IBM-1047, ISO8859-1 or UTF-8, tagged, untagged or has empty tag. It should guess the encoding from the file tag or even the file is not tagged (empty tag) or untagged.

Good suggestion. https://github.com/IBM/zos-code-page-tools has some tools around this (notably tagfile).
