Update jekyll build

The website's build is using an old version of Jekyll. We need to update to the current version.

The reason was occasionally failures in build that seemed linked to this issues.

I suggest to change jerryjvl/jekyll-build-action to actions/jekyll-build-pages.

jerryjvl/jekyll-build-action uses Ruby3.1.1.

In contrast, Actions/jekyllbuilds uses Ruby 3.3.

My current question

The Publish Release Artifactory step of CI seems to output an error about the URL option.
Is this because I forked it? Will merging it into zowe/zowe.github.io fix it?

That is definitely the reason, it is missing the env variables to publish.

I believe that once you open the PR, I should be able to take a look at your changes and run the pipelines with the proper secrets on your version of the code.
