Prepare Cate 2.0.3 as the next stable patch release. Add the dated, categorized changelog covering changes since 2.0.2 and set the app, lockfile, and runtime versions to 2.0.3.
Validation: version consistency and
git diff --checkpassed. Builds and tests run in GitHub CI; no local build was run. After this PR merges, tag its merge commit asv2.0.3to start the existing release workflow.
