Hourly 1049 HIGH census on a new PR off latest main. Does not push onto the 0947 track (merged #41). Does not bump the 0.5.0 pin (#42). Skip Archer rewrite (promised_not_landed; Hub HTTP 401).

What this fold is

Primary lens: serving substrate is not a calibrated replica. ggmlc GGUF is not llama.cpp. Loading those files in llama.cpp will fail. One encoder pass. ONNX / Docker / C++ serving is packaging, not Harbor. Option-order and exact-p Minesweeper are measurements. Adapters and RLCD heads are class members, not TypeSafe drop-ins. Soft scores are not hard gates. Catalogs are indexes, not endorsements. Planner writes, JEV selects.

IDs (verified live against 8f446c4 / merged #41): notes.md §120 / composition items 353–368 / findings batch #103. Unused 317–321 stay unused.

Evaluator: pick_by_id vs pick_second (same scores, four orders, four second-slot winners). candidate_mass already lives on main from #41; this fold does not duplicate it.
