Add Waveshare 2.8" DPI display & Goodix touch support to smartcard-dev profiles

Motivation

• Add support for the Waveshare 2.8" DPI (480x640) display with Goodix GT911 touchscreen on SeedSigner smartcard development images by enabling required kernel and boot firmware settings.
• The device requires DMA and framebuffer/touch/I2C configuration changes so the DPI framebuffer and Goodix driver can initialize correctly.

Description

• Enable input and touchscreen kernel options (CONFIG_INPUT_EVDEV, CONFIG_INPUT_TOUCHSCREEN, CONFIG_TOUCHSCREEN_GOODIX, CONFIG_I2C_BCM2708, CONFIG_I2C_GPIO) in opt/*-smartcard-dev/board/kernel.config for pi0, pi02w, pi2, and pi4 smartcard-dev profiles.
• Add Waveshare DPI display settings and overlays to opt/*-smartcard-dev/board/boot_config.txt across smartcard-dev profiles, including DPI timings, enable_dpi_lcd, dpi_mode/dpi_group, extra_transpose_buffer, and dtoverlay=waveshare-28dpi-3b-4b, dtoverlay=waveshare-28dpi-3b, dtoverlay=waveshare-touch-28dpi.
• Increase gpu_mem to 128 for smartcard-dev boot configs and adjust firmware params (dtparam=i2c_arm=on, dtparam=spi=off, dtparam=audio=off) so the touchscreen overlay can use software I2C as expected.
• Standardize opt/*-smartcard-dev/board/boot_cmdline.txt to use a quiet boot console and include spidev.bufsiz=131072 via root=/dev/mmcblk0p2 rootwait console=null quiet loglevel=0 vt.global_cursor_default=0 consoleblank=0 logo.nologo spidev.bufsiz=131072 for all smartcard-dev targets.
