Fixes #3. Adds a testable MarketStreamBackoff helper and Minitest coverage for initial delay, exponential growth, max cap, jitter bounds, and invalid parameters. Includes diagnostic/build-6c985129 artifacts. Local validation command: python3 build.py -m v2-market-stream. On this Windows host it reached Ruby and failed because ruby is not installed.
