发版 PR 想用 release: 前缀，但白名单没有 release，只能伪装成 chore:。 加 release 进白名单，让发版 PR 能名正言顺。description 本来就支持中文， 此举不引入中文 type，下游 Conventional Commits 工具链不受影响。
跨 fork PR 触发的 workflow，GITHUB_TOKEN 只读，发评论会 403。此前无容错， 导致外部贡献者的 PR 即使 lint 全过也必然红叉。403 时改用 core.warning 把 review 正文打进 job 日志，不让 job 失败；missing 文件的真红逻辑保留。

Windows runner Python 默认 cp1252 读 pyproject.toml 遇 0x8d 字节崩溃， 导致 Sync version from tag 步骤失败。两处 open 加 encoding='utf-8'。
