Fixes the Windows one-shot managed-agent canary teardown warning after a message was successfully saved and admitted. The chat now closes its attached ATS/browser session before aborting the lifecycle signal, allowing the memory writer lease helper to release cleanly instead of being killed first.
Adds a regression asserting the cleanup callback observes a live signal during one-shot teardown.
Local verification: build plus managed-agent and ATS suites pass, 63/63.
