docs: publish Morphogenesis paper evidence summary

Summary

• Add a public summary of the v1.0 paper's bounded mission results and evidence limits.
• Explain why a losing Morphogenesis proposal can retain real subsystem effects, and how supersession recovery resolves them.
• Link the evidence summary from the V1 specification and cross-link the focused partial-effects article.

• Checked all relative links in the new and updated Morphogenesis documentation.
• The adoption-docs verifier could not complete because it imports compiled workspace exports not built in full; CI will run the repository checks.
