chore(release): prepare v0.2.0 - #9

Bump the workspace to 0.2.0, close the Unreleased section, and mark OXD-037 done. The milestone ships without OXD-033 and OXD-035. Both are polish on features that already work, and holding the tag for them would also have held back the corrected MSRV — the reason v0.1.0 does not build on the version it advertises.
