moving to "shared_fragments" implementation which has vertex_fragments and link_fragments as separate groups, with specialized encoding to minimize the cost of encoding arrays of vertices and links that are part of fragments, such that if writers write consecutive vertices and links the cost of encoding the array will shrink.
