docs(ops): add Home delivery contract

Outcome

Add a versioned operating, delivery, and recovery contract for the Beacon Home surface without changing rendered product behavior.

This is the Home adapter for AlterMundi/harmonic-beacon-webapp#537. It references that roadmap card but does not close it; Account, Listen, analytics, Authority/PMP, staging recovery, and cross-surface acceptance remain separate work.

Changes

• Add one stable non-visible delivery marker to the root index.html.
• Document the current legacy main:/ GitHub Pages source and CI/build contract.
• Define source/deployment fingerprints and public HTTP/marker verification.
• Define rollback through a revert PR and Pages republish.
• State explicitly that staging and alert-recipient proof do not currently exist.
• State the future repository-admin action required to migrate Pages to a dedicated deployment workflow.
• Link the contract from README and supersede the remembered one-line deploy procedure.
• Add executable contract tests that prevent claims that CI dist is currently deployed, prevent invented staging, preserve existing tests/build/manifest checks, and prove marker uniqueness/non-visibility.

Verification

• Focused Home delivery-contract tests: 4/4 passed.
• Full test suite: 112/112 passed.
• Production build: passed.
• Built dist/index.html contains the exact marker once and preserves it as a non-visible HTML comment.
• Independent exact-commit review: APPROVE.
• git diff --check: passed.
