Stable 24.8 - CI: do not report builds pruned by the CI cache as missing

Builds_Report fails on PRs that change only test files, for example #2438. In those PRs the CI cache drops the sanitizer builds, since no remaining test job needs them. The --reports list in release_branches.yml and backport_branches.yml is hardcoded, so the report counts those builds as missing.

build_report_check.py now checks only the builds from --reports that are also in the run config (jobs_to_do or jobs_to_skip). Pushes run every build, so nothing changes for them.

This PR changes only a CI file, so the cache drops the sanitizer builds here too. Builds_Report passing here verifies the fix.
