What changes and why?

Adds pi-jev-sentinel under Developer tools: Pi extension plus Claude Code/Codex hooks that run TypeSafe Jev checks on tool calls, outputs, and replies (fail-closed without a key). Distinct from listed pi-jev and pi-warden.
