feat: ship Minerals Economy v2

Summary

• add authoritative cutover and spendable mineral accounts
• rank live and historical leaderboards by canonical spendable balance
• serialize economy boundaries and protect immutable READY history
• add controlled prepare/backfill commands and real PostgreSQL CI
• include the approval/UI fixes currently running in production

Verification

• local Prisma generate/validate, typecheck, 366 tests, lint, generator golden, build
• GitHub PostgreSQL 16 full migration chain and 12 concurrency/integrity scenarios

Rollout

• keep upgrades server-disabled
• snapshot production DB before additive migrations
• deploy before a prepared future UTC cutover
• backfill and verify after cutover

Rollback

• code: restore the recorded pre-rollout Vercel deployment
• DB: additive V2 schema remains compatible with the old code; private pre-migration snapshot retained for exact data recovery
