Acceptance follow-up for Wave 4. The previous main CI startup failure exposed a missing
docker/setup-buildx-actionentry in the repository selected-actions allowlist. The allowlist is now fixed and the full workflow-vs-allowlist audit passes.\n\nThis PR intentionally changes only a comment beside the SHA-pinned action so that CI is exercised again through a normal PR and, after merge, through a fresh push tomain.
