docs: remove docs/exec-plans from repository docs

This PR removes the docs/exec-plans content from the docs tree. The goal is to keep docs/ limited to durable reference/runbook material rather than execution-planning artifacts.

• Scope

  • Deleted the docs/exec-plans subtree (5 historical plan files across 2026-02 and 2026-03).
  • No changes to product code, build logic, or operational runbooks outside that directory.

• Repository impact

  • Eliminates stale planning documents from the primary documentation surface.
  • Keeps docs navigation and ownership focused on current, maintained documentation.
