General plugin improvements for above v1.21.6

Give players the ability to add music discs through a dialog window using the Paper Dialogs API.

Example of required fields:

1. Enter the disc name

Disc name (and description with REGEX validation — configurable)

2. Enter the disc description

Text conversion with \n at the end of the line if a line break was explicitly specified in the dialog window

3. Enter the link

The link itself is placed into the plugin without confusion with " ' : and other symbols. Currently, this is a huge problem that absolutely needs to be solved, because a plugin that should give players access to music only gives access to the administrator who has studied the documentation and works with the code. So the plugin just takes up space in the load queue and isn't used for its intended purpose.

I think it would be great to have the ability to leave a Vault or PlayerPoints placeholder check on the confirmation button, so players don't create 999999 discs while the server admin is asleep - so players can record discs for currency.

More flexible support for different ways of recording discs.

Add several configurable settings for recording discs to the config, for example:

1. Google Drive link
2. YouTube link
3. Custom link specified by the admin in the config

Add a setting to limit the maximum playback duration separately for discs and separately for horns - for situations like when a player creates a disc with a 10-hour duration!

Add a command to stop sounds within a radius.
And fix music playback with long durations for players, because right now, if a player binds music with a 3-minute duration and blows the horn every 30 seconds, a huge long trail of sound points remains behind them, playing from a massive distance...

The Paper Dialogs API idea is actually pretty interesting, I'll look into it.
Adding a configurable maximum playback duration for discs also sounds like a good idea. It would make the plugin more flexible and prevent people from creating extremely long tracks.

As for charging players for creating or playing discs (Vault, PlayerPoints, etc.), you can already do that using our API, so I don't think it needs to be built into the plugin itself.

Yeah, I could make yet another 151 plugin for my server, just to intercept your plugin's command, all so that when a player types /cd, they spend in-game currency
