docs: declare the plane and status above the fold - #11

Part of the portfolio map (Barnett-Studios/dotclaude#124). Nine repos with no map read as sprawl; nine repos each declaring an architectural position read as a system. 'Integrity plane · Active' is stated because the alternative signal is worse. A quiet repo reads as abandoned by default, and for a component whose scope is genuinely finished that is the wrong inference -- so the line says which it is rather than leaving a reader to guess from commit activity.

Adds one line at the top of the README: Integrity plane · Active, plus a link to the new org component map.
Why the label is worth the two lines it costs: a repo with quiet commit activity reads as abandoned by default. For a component whose scope is genuinely complete that inference is wrong, and there is no way for a reader to tell the two apart from the outside. Stating it is the only fix — archiving would assert the opposite of what is true.
No scope change, no code change.
