Classify reviewer infrastructure and verdict outcomes truthfully, retain completed-peer and failed-fallback evidence, emit explicitly non-certifying partial receipts, and recommend retry only when every causal reviewer failure is transient.
Also synchronizes ROADMAP.md to the authoritative 1.0.0 milestone order.
Proof: canonical 11/11 PASS; adapter 115/115; Sol High + Fable High joint gate CERTIFIED.
