docs: user budget now enforced on team keys

Summary

BerriAI/litellm#32005 changed budget enforcement so a user's personal max_budget is now enforced even when their key belongs to a team; previously the team budget was applied and the user's personal budget was skipped. This updates the Budgets, Rate Limits docs (docs/proxy/users.md), which still stated the old behavior in two places.

The "Budget Setup Options" callout and the Internal User :::info block now say both the team budget and the user's personal budget are enforced for team keys, and both mention the skip_user_budget_on_team_key: true general_settings opt-out that restores the legacy behavior (team/team-member budgets only).
