Cleans up doctor's kit behavoir

What this PR does

Doctor's kits had some lingering bugs surrounding limb vs mob treatment which meant

1. Alot of flavor text displayed weird, "Turf's mob" rather then what was intended "Mob's limb" it now displays the mob directly or mob's limb as intended.
2. Buncha uses of .name which arnet needed and can be handled by built in byond text macros.
3. The penalty for targeting all limbs was only applied to the first treat due to the way loc was used to find the treating mob.
