Refine agent orchestration and wiki workflows

Summary

• refine primary-led agent orchestration and specialist prompts
• add source-backed wiki initialization, bounded navigation, and audit behavior
• regenerate host adapters and update installer/runtime support
• document the resulting INLINE/LOOP, specialist, and wiki contracts
• remove the repository GitHub Actions validation workflow as requested

Local verification

• npm run typecheck --prefix cli
• npm test --prefix cli (98 passed with the preserved local CLI test updates)
• npm run validate --prefix cli
• npm run check:drift --prefix cli
• npm run bundle --prefix cli

CLI test updates and benchmark experiments remain intentionally uncommitted.
