Patched the inactive failed release copy on the production API host and validated
cla-production-cutover.xmlsuccessfully with the exact installed Liquibase Community 4.29.2 binary using an offline PostgreSQL URL.Production status
Both deploy attempts stopped during changelog parsing. No migration changeset, owner bootstrap, API activation, or static publication occurred.
